INDATEL Welcomes NoaNet, Expanding Its Nationwide Network Reach into Washington State
Overland Park, KS – INDATEL Services is pleased to welcome NoaNet (Northwest Open Access Network) as its newest member, expanding INDATEL’s direct network representation in Washington State and creating new opportunities to connect customers with locally operated infrastructure throughout the Pacific Northwest.
Founded in 2000 by Washington Public Utility Districts, NoaNet is a nonprofit, public-benefit broadband organization built around a mission that closely mirrors INDATEL’s own: expanding reliable connectivity in rural and underserved communities. Today, NoaNet operates more than 3,800 miles of fiber infrastructure reaching all 39 Washington counties and connecting Public Utility Districts, community anchor institutions, independent communications networks and communities across the state.
NoaNet’s carrier-grade network supports a broad range of connectivity requirements, including wholesale transport up to 400 Gbps (gigabits per second), dedicated internet access, data center interconnect, cellular backhaul, public safety communications and community broadband. NoaNet also plays a critical role in Washington’s Next Generation 911 infrastructure, supporting emergency communications statewide.
This combination of statewide reach, technical expertise and a longstanding commitment to open-access infrastructure makes NoaNet a natural fit for INDATEL’s nationwide network of independent providers.
“NoaNet is exactly the kind of organization we want around the INDATEL table,” said Justin Forte, CEO of INDATEL Services. “They bring a strong network, deep experience and a shared belief in the power of independent providers working together. Adding the state of Washington to our footprint is exciting, but this is about more than adding another state to the map. It’s about bringing another great independent network into the collective and creating more opportunities for our members and customers to compete bigger together.”
A Partnership Built on Collaboration
The relationship between NoaNet and INDATEL has developed over several years, with NoaNet supporting INDATEL opportunities well before formal membership became a priority. As NoaNet continues to grow its carrier and wholesale business and expand its presence in rural markets, membership offers a path to broader national visibility, stronger industry relationships and new business opportunities.
For Keisha Scott, Senior Account Manager at NoaNet, attending INDATEL’s 2026 Business Symposium in Austin helped solidify the value of becoming a member.
“The Symposium really moved INDATEL membership from something interesting to something I felt we had to pursue,” said Scott. “What stood out to me was the community. It wasn’t a room full of providers trying to sell to one another. People were sharing real challenges, talking through solutions and genuinely rooting for each other. As a rural provider, that kind of collaboration is incredibly valuable, and it isn’t something we always have access to – until now.”
Scott also pointed to the experience of existing INDATEL members as a factor behind the decision to join. During her time at the Business Symposium, she noted that conversations with other members repeatedly highlighted the quality and volume of business their INDATEL relationships had helped generate. For NoaNet, membership creates another avenue to introduce its infrastructure and capabilities to carriers, enterprises and other customers seeking reliable connectivity across Washington and the broader Pacific Northwest.
Connecting Washington to Growing Network Demand
NoaNet continues to expand its role in designing, building and operating broadband infrastructure throughout Washington. Working alongside its members and affiliates, the organization participates in broadband development projects that extend connectivity into rural communities and create new opportunities for wholesale and commercial services.
The region’s growing data center and AI ecosystem presents additional opportunities. NoaNet’s network provides connectivity to data center markets in Quincy, Washington, along the Columbia River, as well as Hillsboro, Oregon. These connections position NoaNet to pursue growing demand for high-capacity transport, cloud connectivity, data center interconnection and the bandwidth-intensive applications supporting AI and other emerging technologies.
“We’re a relatively small organization serving primarily Washington, so national visibility is a major opportunity for us,” said Chuck Freeman, Senior Director of Sales Operations at NoaNet. “INDATEL gives us another way to bring our network, our data center access and the infrastructure we’re continuing to build to a much broader audience. Just as important, it gives us the chance to learn from other member networks facing many of the same opportunities and challenges we are.”
With more than 25 years of experience developing public-benefit broadband infrastructure, NoaNet brings a broad portfolio of capabilities to INDATEL, spanning wholesale carrier services, network transport, cellular backhaul, public safety infrastructure, community broadband and large-scale network design and operations.
NoaNet’s addition further strengthens INDATEL’s nationwide network of independent providers, expanding the collective reach available to customers while creating new opportunities for members to collaborate, extend network coverage and serve locations that can be difficult to connect.
